Crypto Regulation in Indonesia Moved From Bappebti to OJK. Here's What Actually Changed for You

By June 2026, 22.69 million people in Indonesia held a crypto account, moving Rp28.58 trillion in a single month, according to OJK's own count. That is a lot of money for one question to matter this much: who is actually watching the exchange you use?
The answer changed. Crypto regulation in Indonesia moved from Bappebti, the commodity futures regulator, to OJK, the financial services regulator, and the handover is now fully complete. Here is what that actually means for you, not the summary version.
Bappebti used to treat crypto as a commodity, like coffee or gold futures. OJK treats it as a digital financial asset, closer to how it treats a mutual fund or a securities broker. That single shift in category is why almost every rule underneath it changed too.
The switch did not happen in one day. It took just over a year to finish.

The legal basis is Indonesia's 2023 Financial Sector Development and Strengthening Law, known as UU P2SK, specifically Article 8(4) and Article 312(1), backed by Government Regulation 49/2024, which set the two-year window for the handover to finish.
Once OJK took over, it did not just relabel the old Bappebti rules. It rewrote them, then updated them again. In January 2026, OJK issued POJK 23/2025, a revision of POJK 27/2024, tightening market structure, licensing, day-to-day operating rules and supervisory tools across the whole industry.

As of June 2026, OJK's own count put the whole licensed crypto ecosystem at 32 entities: two clearing exchanges, two clearing and settlement institutions, two asset storage custodians, and 26 digital asset trading platforms, the ones ordinary people actually sign up for. OJK publishes the current whitelist of every licensed name directly on its own site.
The other side of that number is enforcement. By May 2026, OJK's joint task force against illegal financial offerings, Satgas PASTI, had shut down 228 crypto trading platforms operating in Indonesia without a license. The list of names it acted on includes some of the biggest brands in crypto globally, among them Binance, KuCoin, OKX, MEXC and Coinbase, none of which hold an OJK license to serve Indonesian retail customers directly.
Being a large, well-known global exchange and being licensed to legally operate in Indonesia turned out to be two different things.
The point of moving crypto out of the commodity rulebook and into the financial rulebook was to give OJK tools Bappebti never had: a formal licensing whitelist it actively publishes and updates, minimum capital and governance standards a platform has to clear before it can legally sign up a single customer, and an active enforcement arm in Satgas PASTI that keeps closing platforms that skip that process entirely. A further revision to the P2SK Act, passed 4 June 2026 and effective 17 June 2026, gave OJK room to raise those bars again, with 1 July 2026 set as the deadline for every licensed platform to meet updated governance and risk-management standards.
