Saving for Hajj or Umrah: What It Costs Now, the Waiting List, and How to Plan

The pilgrim pays about Rp54.2 million for regular Hajj in 2026. The full cost is about Rp87.4 million. The rest, about Rp33.2 million, comes from investment returns on the Hajj fund. That is the Hajj cost most families see first.
The harder number is not money. It is time. In many provinces the waiting list for a seat runs past 25 years. So a Hajj saving plan is really a long plan.
This guide shows the numbers, what the waiting list does to your plan, and a monthly amount to start with. It also covers umrah, which has no waiting list.
All figures come from search summaries I read on 16 October 2026. The original sites were not reachable from our research environment. Check the official numbers before you act.
Two terms first.
BPIH is the full cost of one Hajj trip. Bipih is the part the pilgrim pays. The gap is paid from nilai manfaat, which means the returns earned on Hajj money that BPKH invests. BPKH is the Hajj Fund Management Agency.
For 2026, Presidential Decree 34/2025 set the average at (via NU Online and Investortrust, both through search summaries):
| Item | Amount | Share |
|---|---|---|
| Full cost (BPIH), average | about Rp87,4 million | 100% |
| Paid by the pilgrim (Bipih), average | Rp54.193.806 | 62% |
| Paid from investment returns (nilai manfaat) | about Rp33,2 million | 38% |
The 2026 full cost was about Rp2 million lower than 2025.
Your own Bipih depends on the airport you leave from. Search summaries listed Aceh at Rp45.109.422, Yogyakarta at Rp52.955.422 and Jakarta at Rp58.542.722. Treat these as examples and check your departure point.
You do not pay the whole amount at once. First you register with an initial deposit. A source I could reach said the amount was Rp25 million, set by Permenag 13/2018 (Peraturan BPK). I could not confirm that it still applies in 2026. Ask a bank that takes Hajj deposits.
After the deposit you get a portion number. That number puts you in the queue. You pay the rest only in the year your seat comes up.
How long is the queue? The answers differ, and the reason matters.
A Katadata opinion piece warns that the 14 years is not a promise for new sign-ups (Katadata).
By province, the gap is wide. Data from Kemenag in December 2024 showed South Sulawesi at 48 years and North Sulawesi at about 17. East Java was about 34, West Java about 30 and Jakarta about 28 (NU Online, via search summary).
Check your own province on the ministry's portal. Do not plan on the national average.
Here is a simple way to split the goal. These are NetWort arithmetic with stated assumptions, not forecasts.
Part 1: the initial deposit. If it is Rp25 million, saving for 24 months takes about Rp1.040.000 a month. For 12 months it is about Rp2.080.000.
Part 2: the final payment. Take today's average Bipih of Rp54.193.806 and subtract the Rp25 million deposit. About Rp29,2 million is left.
Say your wait is 20 years. Saving that with no return takes about Rp121.600 a month. If the money earns 5% a year in a safe place, it takes about Rp71.000 a month.
Now the stress case. Suppose the Bipih rises 3% a year for 20 years. The Bipih would be about Rp97,9 million. After the Rp25 million deposit, about Rp72,9 million is left. That takes about Rp303.700 a month with no return, or about Rp177.300 at 5%.
The 3% and 5% are our assumptions. The Bipih has gone up and down in recent years, so no one knows the future number.
The lesson is simple. Start early and save a small amount, then raise it when the Bipih moves.
The deposit goes to an official account at a bank that takes Hajj deposits. The money for the final payment is yours to place.
Match the place to the date. If your seat is 20 years away, you can accept some ups and downs. If your seat comes up in two years, use a savings account or a money market fund.
Some people prefer sharia products. That is a personal choice. This guide does not recommend a specific product.
Umrah has no queue. You pay a travel agency, so the price varies.
A Metro TV guide put regular umrah packages in 2026 at about Rp24,9 million to Rp33,9 million (Metro TV, via search summary). The ministry has discussed a floor of about Rp27 million (JawaPos). I could not confirm that it is in force. In 2024 the reference price was Rp23 million (Kompas TV).
A very cheap offer is a warning sign. Check that the agency has a PPIU licence from the ministry.
For a goal of Rp30 million in 18 months, the plan is about Rp1.670.000 a month, with no return assumed.
Pick one goal: the deposit, the final payment or an umrah. Write its monthly number.
Then open your NetWort dashboard, add the account where this money sits, and watch it grow toward the target every month.
