Getting Laid Off in Indonesia Doesn't Just Mean Severance Pay. A Separate Government Benefit Called JKP Also Kicks In

You get laid off. HR hands you a severance calculation. You assume that is the whole safety net.
It is not. If you have been paying into BPJS Ketenagakerjaan (the national workers' insurance), there is a second, separate payment waiting: JKP, short for Jaminan Kehilangan Pekerjaan. In English, it is Indonesia's unemployment benefit. It pays cash every month while you look for work.
Many people never claim it. In the first half of 2025, BPJS Ketenagakerjaan itself said about 17% of JKP claims were rejected, mostly because the termination paperwork was not valid. So this post covers what JKP pays, who gets it, and what to have ready.
Everything below is based on the rules as of 3 October 2026. These rules have changed before, so check the official BPJS Ketenagakerjaan page before you rely on any number.
JKP gives you three things. The cash is the one that matters most for your budget.
1. Cash. Under Government Regulation (PP) No. 6 of 2025, signed on 7 February 2025, JKP pays 60% of your last reported wage for up to six months.
Before that rule, the old PP 37/2021 paid 45% of wage for the first three months and 25% for the next three. So the new rule is a real upgrade.
2. Job training. The cap on the training cost JKP covers was raised from Rp1 million to Rp2.4 million per person.
3. Job placement information. This is access to job listings and career guidance. It is the least valuable of the three, but it is free.
The wage used for the calculation has an upper limit of Rp5 million. If you earn more, JKP still calculates on Rp5 million. That limit changes the picture a lot for higher earners.
Here is the math:
| Your monthly wage | Wage used for JKP | Cash per month (60%) | Total over 6 months | Share of your normal pay |
|---|---|---|---|---|
| Rp4,000,000 | Rp4,000,000 | Rp2,400,000 | Rp14,400,000 | 60% |
| Rp5,000,000 | Rp5,000,000 | Rp3,000,000 | Rp18,000,000 | 60% |
| Rp8,000,000 | Rp5,000,000 | Rp3,000,000 | Rp18,000,000 | 37.5% |
| Rp15,000,000 | Rp5,000,000 | Rp3,000,000 | Rp18,000,000 | 20% |
The maximum is Rp3 million a month, or Rp18 million over six months. If you earn Rp15 million, JKP replaces only a fifth of your pay. It helps. It does not replace a salary.
The wage used is the one your employer last reported to BPJS Ketenagakerjaan. If your employer reported a lower number than your real salary, your JKP shrinks with it.
You qualify when two things are true.
You paid in long enough. You need at least 12 months of contributions within the 24 calendar months before the layoff. Reports on the 2025 change also say the older rule requiring six consecutive months of payments was dropped.
You were laid off (PHK). JKP is for workers terminated under Article 154A of the Job Creation Law, with the exceptions below.
You do not get JKP if your employment ended because you:
That last one surprises people. A worker on a PKWT (a fixed-term contract) can claim if the employer ends the contract early with a layoff. But if the contract simply runs to its natural end date, JKP does not apply. Labour groups have argued that this should change, but the rule above is the current one.
JKP does not replace your severance. It sits next to it.
Severance (pesangon) is paid by your employer. It follows a formula based on how long you worked. We walked through it in our guide to the Indonesian severance pay formula.
JKP is paid through BPJS Ketenagakerjaan. According to the descriptions of PP 6/2025 in Indonesian legal and business press, the contribution is 0.36% of monthly wage (up to the Rp5 million cap). It is funded by the state budget (0.22%) and a portion of the work-accident program (0.14%).
They are two different pots with two different payers. You can be owed both for the same layoff.
Do not confuse JKP with your JHT and JP retirement money either. That is a separate balance meant for old age, which we cover in how the BPJS Ketenagakerjaan retirement payout works.
The numbers say more people are finding it.
BPJS Ketenagakerjaan reported Rp258.61 billion of JKP claims paid from January to April 2025. That was 68.3% of everything paid in all of 2024. About 52,850 workers claimed in those four months, against 3,397 in the same period a year earlier.
Claims kept climbing. Business press reporting in May 2026 put JKP claims up 91% year on year as of Q1 2026. The reports linked it to the wave of layoffs and the looser rules in PP 6/2025.
JKP is claimed through BPJS Ketenagakerjaan, and the most common reason for rejection is invalid paperwork about the layoff itself. So keep:
Do not wait. Sources disagree on the exact claim window: some describe a deadline of three months after the layoff, others describe the right expiring after six months. Because the reports conflict, treat the shorter one as your deadline and confirm with BPJS Ketenagakerjaan directly.
If your employer has not reported your termination, ask them to do it. A claim stuck on that step is a claim that gets rejected.
JKP is useful only if you know how long your money really lasts. Add up three sources: your severance, your JKP cash, and your savings. Then divide by your monthly must-pay costs.
Our guide to how big your emergency fund should be shows how to set that monthly number. JKP is best treated as a bonus on top of that cushion, not a reason to hold less of it.
Cost of living also drives how far that cash goes, so keep an eye on inflation and rates on the NetWort macro page.
Open the NetWort Dashboard, add your severance and savings as holdings, and watch the total as you draw it down each month. Seeing the number shrink in real time makes the runway feel real, which is what keeps people from overspending in month two.
